軍人退場機制 朝野協商有共識
【台灣醒報記者譚有勝台北報導】軍改朝野有共識！立法院朝野黨團13日針對軍改草案爭議條文進行協商，對軍人退場機制達成修法共識。時代力量立委洪慈庸提議，軍人退場機制以任官滿一年的軍士官為條件，透過第三方管道申請退役，以便讓適應不良的軍人可以退場。但國民黨立委曾銘宗憂慮，若成立第三方管道恐讓軍方逼退不適任的軍職人員。民進黨立委王定宇回應，軍人去留有明文規定，只要第三方管道由委外出任，便不會有問題。
立法院朝野黨團13日針對攸關軍人年金改革的「陸海空軍軍官士官服役條例部分條文修正草案」進行協商，軍人退場機制條文成為討論的焦點。洪慈庸13日特別針對第15條提出修正動議，要求本次軍改納入常備軍官士官的退場機制。
洪慈庸引用國防部資料指出，軍人個案諮商輔導的類型之中，最高輔導比例為「適應不良。」近3年，受輔導的10051軍人中，有1989人適應不良；其中又有499人是基層尉官及士官。但洪慈庸指出，現行《陸海空軍軍官士官服役條例》並沒有讓軍官、士官得依志願申請賠償的退場機制，且國防部長期因為缺員卻忽視基層軍官士官的意見，顯現軍隊人力管理需緊急調整。
曾銘宗憂慮，軍人要提早退役，需要經過「人事評審會」的考核，恐怕會讓軍方逼退不適任的軍職人員。
王定宇表示，軍人去留有明文規定，但因為個別人員情況特殊，例如，他們簽約以後，中途經常生病或沒有意願從軍，卻往往沒有辦法申請退出。為了顧及個別軍人特殊狀況，希望能夠成立「人事評審會」另行處理。此外，為了避免出現逼退軍人的問題，評審會委員半數以上都將由外部成立。
洪慈庸表示，退場機制訂定的方向，會以任官滿一年的軍士官，給予主動選擇退場的正式管道，讓已經沒有服役意願的軍士官，可以申請提早退役。她說，過去不斷接獲基層軍官、士官反映「適應不良卻苦無退場機制」，並常見有人為求退伍故意違紀犯過，甚至有人因壓力過大，不幸造成憾事。若不提出退場機制，恐衝擊全募兵制發展。
最後，立法院長蘇嘉全裁示，軍改應明確載明申請退場的權力。至於，評審會的成員比例在立法中也將詳加說明，相關決議也獲得朝野同意。 然而，軍改關鍵的樓地板月退、起支俸率、溯及既往等等深水區條文都還沒談到，預計將在接續2天裡繼續討論，下週進行表決以完成三讀。
田徑》預賽破全國超順風不算 楊俊瀚：該破時就會破

2018台灣田徑公開賽被風攪局，楊俊瀚100公尺預賽跑出10秒12，但因超順風(＋2.6)不計，決賽平全國。楊俊瀚淡定地說：「該破的時候就會破！」陳莞玫跑出11秒66，但繼全中運後再度超順風(＋2.9)，也無緣達標雅加達亞運。
男子百十公尺跨欄，才在全大運、日本大阪黃金大獎賽兩破全國紀錄的陳奎儒，也以平全國的13秒49封王，好久不見的楊尉廷以13秒75得銅。
